The upcoming documentary, Copyright Criminals, shows how copyright has outrageously criminalized the use of sampling, which has been disproportionately popular in hip hop music. In this, it calls to mind the racially disproportionate impact of drug laws on minorities...

Disproportionate impact of drug laws on minorities? Depends on where you are. In the cities, maybe, perhaps even probably. However, it is just as true that in rural areas methamphetamines are most likely, possibly even almost exclusively some areas, produced by Caucasians.
As a separate issue, our prison populations have far more African Americans as a percentage of the population than Caucasians, so you might as well claim there is a racially disproportionate impact of LAWS on minorities.
I also recall a decade or two ago when there was a special report on murders in St. Louis and East St. Louis. The overwhelming number of murders were African Americans killing other African Americans. Sadly, at that time there was a disproportionate causing of murders by minorities in St. Louis and East St. Louis.
Just what does any of this prove?

There are--esp. if you mean artificial state legislation that criminalizes peaceful behavior. That's yet another problem with the state.
